Construction on Phase I began on April 11, 2009.[4] Section 1 of Phase I, from Wangjing West to Houshayu entered operation on December 30, 2010.[3] Sections 2 and 3 of Phase I are set to follow, respectively, in 2011 and 2013. The route of Line 15 has been revised several times and the unfinished portions may still change. The eastern terminus has been moved from Fuqian Jie [6][7] to the east bank of the Chaobai River.[1]
Phase I, 38.3 km long with 18 stations.[3], covers the eastern half of Line 15 and connects the suburbs of Shunyi District with the existing subway network at Wangjing West (Line 13), Datun Lu East (Line 5) and at the Olympic Green (Line 8). It runs underground from Beishatan to the New China International Exposition Center (CIEC), and then go above ground to Houshayu before returning underground and going underneath the Chaobai River to Fengbo.
Construction began on April 11, 2009. At that time, Phase I of Line 15 was only 31.15 km long with 12 stations.[1] According to the construction schedule then, the eastern most Shunyi section of Phase I (18.5 km in length with seven stations) would be opened first on December 2011.[8][9] The remainder of Phase I would follow in May 2013.[1] That schedule was revised by the time track-laying began in October 2009. Instead of two sections, Phase I would be built and opened in three sections.[3] The first, from Wangjing West to Houshyu, opened on December 30, 2010.[3] The second, from Houshayu to Fengbo, will follow at the end of 2011.[3] Finally, the third section from Beishatan to Wangjing West, will be completed in 2014.[3] The line would feature 6-car trains.[8] Line 15 tunnels will be up to 38 m underground, making them the deepest in Beijing's subway system.[8]

As of April 2009, Phase II plans showed the western half of Line 15 running from Xiyuan in Haidian District, through the campus of Tsinghua University, Zhongguancun, and the Olympic Green, and joining Phase I at Wangjing West.[1][6][10] But by October 28, 2009, those Phase II were undergoing major revision, with one proposal extending Line 15 westward as originally planned and another proposal sending Line 15 southward and parallel to Line 8.[11]
